First you make the 500e California-only with no option whatsoever for me to get one, then you give it the retro Celestial Blue. I looked into it; the dealers are forbidden from selling to anyone who does not reside in California. And it would be a major pain in the ass to set myself up with an apartment to try and trick them into selling me one (I'm in Pennsylvania for reference).

Probably. I've heard spurious rumors of people who got some through friends/family and then shipped them out of Cali, but nothing confirmed. If the Detroit ones you saw had M Michigan plates, then yeah, they're mules/company cars.

Yea I always check for M plates but I wasn't close enough when I saw the 500e's (its easy to spot that orange & white from a distance). I keep forgetting to take pictures of mules I see around. Gotta remember that next time.
